The Federal Government has reappointed Alhaji Babagana Mustapha as Registrar and Chief Executive Officer of the Health Records Officers Registration Board of Nigeria (HRORBN), with a directive to deepen digital reforms and ensure alignment of professional training with national healthcare standards.

Mr Alaba Balogun, Head, Information & Public Relations, Federal Ministry of Health in a statement, listed those in attendance to include, Director Hospital Services Department of the Ministry Dr. Salaudeen Jimoh mni, Special Assistants to the Honourable Minister and, Departmental Heads from the HRORBN,

Presenting the official letter of reappointment on behalf of the federal government, Minister of State for Health, & Social Welfare Dr. Iziaq Adekunle Salako, commended Alhaji Mustapha for his commendable first-term performance, particularly in the digitalization of registration processes, which he described as a model for other regulatory agencies.

“When your tenure ended and you were considered for renewal, I had no doubt you’d made it. Your achievements, especially in digitizing operations, stood out. I’ve referenced your board to other agencies as a shining example,” Dr. Salako said.

He charged the Registrar to expand the scope of digital operations in his second and final term, ensuring that the board maintains a real-time, comprehensive database of all registered and unregistered health records officers nationwide.

“You must be able to account for every member, those registered, those yet to renew, and those practicing without licenses. Technology must enable you to track and enforce compliance across the system. It’s not only unlawful to practice without registration; it’s also illegal to hire unregistered practitioners,” the Minister emphasized.

Dr. Salako also underscored the importance of aligning the training curriculum for health records professionals with the ongoing Digitalisation process in the Ministry, thereby ensuring compliance with extant standards-
to avoid discrepancies between what is taught in institutions and what is required in practice.

“So that we work as one government, one ministry, for one agenda, which is the progress of Nigeria”; the Honourable Minister further admonished.

Permanent Secretary of the Federal Ministry of Health and Social Welfare, Ms. Daju Kachollom in her brief remarks reaffirmed the Ministry’s expectations for stronger performance in the new term.

She praised the Board’s impact, expressing happiness in the increase of health records schools, now over 100 with six more expected to commence operations.

“Your relevance is seen in the increasing requests we receive from hospitals for health records officers. But there is no room for complacency. We expect even more innovation and responsiveness in line with Mr. President’s mandate and the Ministry’s digital transformation goals,” she said.

She also reminded the Registrar of the December 31, 2025 deadline for onboarding all government health institutions onto the Performance Management System (PMS) and Electronic Content Management (ECM) platforms.
